MEMORANDUM David M. Bandstra, an Arizona state prisoner, appeals pro se the district court's dismissal of his 42 U.S.C. § 1983 complaint as frivolous under 28 U.S.C. § 1915(d).1 Bandstra contends that he was deprived of his first and fourteenth amendment right to exercise his religious beliefs. We review de novo, Jackson v. Arizona, 885 F.2d 639, 640 (9th Cir. 1989), and reverse.
